The person who explains the functioning and application of the test is STJ minister Mauro Campbell Marques, General Director of  On TV  the minister highlights the concern in moving away from the routine memorization of competitions, presenting candidates with problematized questions, considering everyday situations.

Unification

In the interview, the minister praised the greatness of the Brazilian judiciary, and the professionalism seen in all levels of jurisdiction. "The national judiciary is incomparable. There is nothing similar to Brazilian judges. There is no country in the world that has 80 million cases in progress. We have a deficit of judges in relation to the population. France, proportionally, has more judges than Brazil ."

The minister highlighted that the Exam intends to unify basic knowledge, so that a judge who enters the State of Amazonas, for example, has the same level of knowledge as a judge who enters Rio Grande do Sul.

Vocation

Minister Campbell listed the qualities of a good judge: he must be morally rigorous, serene, honest, aware of the feasibility of his decision - and, therefore, know that he is part of a context -, and be aware of the economic and social impact of the your decision - therefore, have basic humanistic knowledge.

These are some themes and values that  must necessarily cultivate and promote, explains the minister. "And then, who knows, we will discover our vocation for the judiciary."

"Are we public servants? Yes, we are. But we are servants of an absolutely unique category, different from all the others. And we have to be aware of this long before we register to join the Judiciary. We have to be aware that our opinion will pass to be of much greater importance."

The minister highlights that the CNJ and  intend, with the exam, to provide transparency, unify content, and, above all, encourage that in this content base there are subjects essential for judicial provision. "There will be 80 problematized questions. All questions and answers will be extracted from an everyday situation, which the judge will face, inexorably, in his career."

Application

The Exam will be administered twice a year. The first test will be on April 14, a Sunday, in all the country's capitals. The second exam will take place in October.

To qualify, the candidate must score 70% or more on the test. The exception is for black and indigenous people, who must have a success rate of 50%. Mauro Campbell Marques highlights that there are no vacancies, and therefore, there is no competition. The objective is to achieve the minimum grade to obtain the qualification.

This certification will be valid for two years, extendable for another two years.

Standard of the judiciary

The objective of the exam, explains the minister, is to highlight the standard that already exists in the national judiciary, further qualifying the selection, so that there is a greater number of people qualified for the career.

"We have to look for a group of women and men in this country who enter the judiciary with an absolute sense of justice, and know that they must be protagonists of conflict resolution, never protagonists of conflicts."
