Fun for minors

 
As part of the preparations for Carnival 2024, several courts of Justice have published guidelines for the participation of children and teenagers in the events of the day, aiming to ensure safe fun for children and young people during the festivities. After all, can children watch parades and participate in carnival balls?
 
The team gathered, in this matter, rules from some states in the country to facilitate the knowledge of the tutors who read us. Remembering that the ECA considers a person aged up to twelve years old to be a child, and a person between 12 and 18 years old to be a teenager (law 8,069/90).
 
 
Stay up to date with each State's rules for the participation of children and teenagers in Carnival 2024. 
 
Judge Laura  from the Children and Youth Court of /AP, published ordinance 001/24, which prohibits the entry of children under five years of age into any carnival event, as well as the presence of children and adolescents in floats, electric trios, support or sound cars.
 
Furthermore, the ordinance defined age limits, monitoring and identification requirements for participation in each carnival activity. Responsibilities of parents and organizers include security, Fire Department permit, prohibition of selling alcohol and tobacco to minors, and prohibition of glass utensils in the event environment.

Based on ordinance 003/2023-GJ/JIJI, TJ/AM establishes that children up to five years old can participate in matinees, with an exclusive location and ending at 9pm. Children up to 12 years old must be accompanied by their parents and teenagers over 12 years old can be unaccompanied at authorized times. The Court also prohibits the sale of alcohol during events.
 
Children over the age of three are allowed to participate in internal competitions and parades. Children's events on public roads have specific times: until 12pm or after 4pm until 9pm. The ordinance prohibits the consumption of alcohol, cigarettes and products that cause addiction by children and adolescents, with the obligation to display information signs.
 
Federal District
 
Ordinance 01/17 established by Judge Renato, from the 1st Children's Court of the Capital/DF, states that children and teenagers can participate in matinees that end at 8 pm on the same day they begin. Teenagers over the age of 16 can enter and remain unaccompanied by their parents at Carnival dances that start after 8 pm. In all situations, it is mandatory for children and adolescents to carry an official identification document.
 
The participation of children and adolescents under 16 years of age is only permitted if accompanied by their parents or guardians, who must present an official identification document. Teenagers over the age of 16 can participate without the company of their parents or guardians, but they must also carry an official identification document.
 
Holy Spirit
 
Judge Lorena Miranda , from the 1st Children and Youth Court of Vitória/ES, published ordinance 01/23, which defines that children and adolescents aged seven to 16 years old can participate in blocks and parades accompanied by their parents, being at a maximum distance of two meters from the guardians. Teenagers over 16 can participate unaccompanied, while children under seven depend on prior request.
 
Events must guarantee identification of children, prohibit driving on floats and guarantee safety in costumes. Children's dances require a court license, with specific rules for the participation of children and adolescents. In addition, legal guardians must supervise minors on the dance floor, separating spaces by ropes, prohibiting alcohol and taking care of costume accessories.
 
Rio de Janeiro
 
When discussing the Carnival in Rio, the judge of Law  Maria da Rocha Mesquita, from the 1st Court of Children, Youth and the Elderly of the Capital/RJ, established in ordinances 1/23 and addition 1/24 that unaccompanied minors under 16 years of age cannot enter the Sambadrome.
 
The ordinance also points out that participation in samba school parades requires a court permit requested by the association at least 20 days in advance. Junior samba schools, with parades on February 13th, must parade between 5pm and 2am, providing snacks and requesting drinking water from public bodies.
 
To access carnival balls, children and teenagers must be accompanied by a parent, guardian or authorized adult. In children's dances, the end is, at the latest, midnight.
