Political use of Abi

 
 
This Monday, the 29th, the Federal Police began a new operation to investigate the alleged illegal use of Abi - Brazilian Intelligence Agency systems during the Bolsonaro government, when Alexandre Ramage was in charge of the agency.
 
The search and seizure measures were authorized by Minister Alexandre de Morae, of the STF, and one of the targets was councilor Carlos Bolsonaro, son of the former president, as well as three other people.
 
On January 25, the minister had already authorized a similar measure against Federal Deputy Alexandre Ramage and 11 other people.

According to the PF, the new suspects were part of the so-called political nucleus of the criminal organization that was formed in Abi to illegally spy on people and public authorities. This would have been done through an intelligence system capable of monitoring mobile devices without intervention from telephone operators and without judicial authorization.
 
One of the messages obtained by investigators reveals that Luciana Almeida, identified as an advisor to Carlos Bolsonaro, contacted Priscila Pereira e Silva, identified as an advisor to Alexandre Ramage, requesting "help" from the "parallel Abi". The message, part of the inquiry, mentions the need for data on the investigations against Jair Bolsonaro and his children.

After analyzing the seized material, the PF suspected that the contacts between Carlos Bolsonaro and Ramage were mediated by their respective advisors. In its report, the PF highlights: "As can be seen from IPJ 183071/2024 that communication between those investigated by Alexandre Ramage and Carlos Bolsonaro takes place primarily through their respective advisors."
 
In the decision to authorize searches and seizures against Carlos Bolsonaro and others involved in the investigation, Minister Alexandre de Morae argues that the evidence obtained so far indicates the existence of a "criminal organization" carrying out clandestine actions in Abi. Morae wrote:
 
"The evidence collected so far indicates, significantly, that the criminal organization infiltrated in Abi also used illegal methods to carry out clandestine actions directed against people ideologically qualified as opponents, as well as to unduly monitor the progress of investigations in the face of political allies."
 
Therefore, the rapporteur considered the request to search and seize the residence, professional and personal property of those being investigated to be justified, with the aim of collecting evidence related to the commission of criminal offenses under investigation.

Investigation
PF targets Carlos Bolsonaro in “parallel Abi” investigation
Operation investigates whether state machinery was used for illicit actions during the Bolsonaro government.
 
On Monday morning, the 29th, the Federal Police launched an operation to investigate the alleged illegal use of Abi - Brazilian Intelligence Agency systems during the Bolsonaro government, when Alexandre Ramage headed the agency. As reported by G1, one of the targets of the operation is the former president's own son, Carlos Bolsonaro.
 
The operation is a continuation of Operation Close Surveillance, launched last Thursday, 25th. According to the PF, the objective is to investigate a criminal organization that set up shop in Abi with the aim of illegally monitoring public authorities and other people, using of mobile device geolocation tools without due judicial authorization.
