The President of the Republic, Luiz Inácio Lula da Silva, launches this Friday, August 11th, at the Municipal Theater of Rio de Janeiro (RJ), at 10am, the Novo PAC. The program will invest R$1.7 trillion in all states in Brazil.
 
The investments foreseen in the New PAC with resources from the General Union Budget (OGU) total R$ 371 billion; that of state-owned companies, R$343 billion; financing, R$362 billion; and private sector, R$612 billion.

The strong partnership between the Federal Government and the private sector, states, municipalities and social movements is one of the main hallmarks of the new program to generate employment and income, reduce social and regional inequalities in a common effort and committed to the ecological transition, neo-industrialization, growth with social inclusion and environmental sustainability.
 
The New PAC is organized into Institutional Measures and nine Investment Axes.
 
Institutional Measures are an articulated set of normative management and planning acts that contribute to the sustained expansion of public and private investments in Brazil. There are five large groups:
 
Improvement of the Regulatory Environment and Environmental Licensing;
Credit Expansion and Economic Incentives;
Improvement of Concession Mechanisms and PPPs;
Alignment with the Ecological Transition Plan;
Planning, Management and Public Procurement.
 
The New PAC included new areas of action such as DIGITAL INCLUSION AND CONNECTIVITY to bring high-speed internet to all public schools and health units. In addition to expanding 5G, it will bring a 4G network to highways and remote regions. Total investment: R$28 billion.
 
In the HEALTH axis, new basic health units, polyclinics, maternity wards will be built and more ambulances will be purchased to improve access to specialized treatment. The New PAC also invests in the health industrial complex, strengthening the supply of vaccines and blood products and also in telehealth to increase efficiency at all levels of care for the population. Total investment: R$31 billion.
 
The construction of daycare centers, full-time schools and the modernization and expansion of Federal Institutes and Universities are priorities in EDUCATION. The program will boost students' retention in schools, literacy at the right age and scientific production in Brazil. Total investment: R$45 billion.
 
In addition to the Education actions, there are those of the SOCIAL AND INCLUSIVE INFRASTRUCTURE axis, which will guarantee the population's access to culture, sports and leisure spaces, focusing on social interaction and the reduction of violence. Total investment: R$2 billion.
 
In order for cities to adapt to climate change and offer a better quality of life for the population, the SUSTAINABLE AND RESILIENT CITIES axis will build new homes under Minha Casa Minha Vida and finance the acquisition of properties. The New PAC will also invest in the modernization of urban mobility in a sustainable way, in the upgrading of favelas, sanitary sewage, solid waste management and containment of slopes and combating floods. Total investment: R$610 billion.
 
The WATER FOR ALL axis will guarantee quality and quantity of water for the population, reaching even the most remote areas of the country. Investments in water resources strengthen communities in the face of water and climate challenges. The New PAC invests in the revitalization of river basins through integrated preservation, conservation and recovery actions. Total investment: R$30 billion.
 
The EFFICIENT AND SUSTAINABLE TRANSPORT axis brings together investments in highways, railways, ports, airports and waterways in all states of Brazil in order to reduce the costs of national production for the domestic market and increase Brazil's competitiveness abroad. Total investment: R$349 billion.
 
And to meet the challenge of energy transition and security, 80% of the increase in electrical energy capacity will come from renewable sources. Through the Luz para Todos program, the New PAC will universalize care in the Northeast and anticipate the universalization of isolated communities in the Legal Amazon. Investments in the pre-salt will expand the production capacity of derivatives and low-carbon fuels in Brazil. The ENERGY TRANSITION AND SECURITY axis guarantees the diversity of the energy matrix, Brazilian sovereignty, energy security and efficiency
