Federal Government will invest R$ 42 million in cooperation with state research support foundations

The Federal Government, through the Ministry of Science, Technology and Innovation (MCTI), and the National Council for Scientific and Technological Development (CNPq), will invest R$ 42 million in cooperation with state foundations to support research. The objective of the allocation of budgetary resources is the continuity of three programs: Infrastructure Program for Young Researchers - First Projects Program (PPP), Support Program for Emerging Research Centers (Pronem) and Support Program for Centers of Excellence (Pronex) , developed in partnership with state research support foundations.
The funds come from the National Fund for Scientific and Technological Development (FNDCT) and will be transferred in April to CNPq. The action, in articulation with the states, seeks to promote an integrated effort to promote research between the federal sphere and state agencies to support research, as well as with the productive sector, in the development of common and complementary actions and in encouraging the training of human resources. . Scientific, technological and innovation research projects are long-term and must meet the needs and priorities of regional development.
“After almost a decade, we have resumed federal investments in important programs in partnership with the states, which are part of the Brazilian research, innovation and technology ecosystem. FNDCT's resources will be fundamental to contribute to meeting regional development priorities”, says Marcelo Morales, Secretary of Research and Scientific Training at MCTI.
He knows the purpose of each of the programs:
Infrastructure Program for Young Researchers - First Projects Program (PPP)
Implemented in 2003 by CNPq, in accordance with the Science, Technology and Innovation Policy for the Economic and Social Development of the Country, the program seeks to support young doctors (up to 8 years of degree) and to encourage the formation of new research groups through the acquisition, installation, modernization, expansion or recovery of scientific and technological research infrastructure in Scientific, Technological and Innovation Institutions
In partnership with the states, the PPP Program registers five negotiation rounds (2003; 2006; 2008; 2010 and 2013). The last version sought to consolidate the partnership between the Federal Government and State Governments with a view to expanding scientific and technological competences in all units of the federation. After the signing of agreements, the local entity became responsible for the execution, monitoring and evaluation of the selected projects, with CNPq being responsible for monitoring the entire process and for the final evaluation of the partnership.
Support Program for Emerging Research Centers (PRONEM)
It was created with the aim of supporting already established research groups, composed of researchers with high capacity for scientific and technological production, but who have not yet reached consolidated status and who do not have sufficient competitiveness to compete in actions aimed at groups with cutting-edge competence.
The PRONEM Program, in partnership with the states, registers two negotiation rounds (2010 and 2013). After the signing of agreements, the local entity became responsible for the execution, monitoring and evaluation of the selected projects, with CNPq being responsible for monitoring the entire process and for the final evaluation of the partnership.
Support Program for Centers of Excellence (PRONEX)
Created in 1996, it is an instrument to stimulate research and scientific and technological development in the country, with continuous support to groups of high competence in their areas of activity, which work as a generating and transforming source of scientific and technological knowledge for application in programs and projects of relevance to the development of Brazil.
The PRONEX Program, in partnership with the states, has already registered five negotiation rounds (2003; 2006; 2008; 2010 and 2013). The last version sought to consolidate the partnership between the Federal Government and State Governments with a view to expanding scientific and technological competences in all units of the federation.
