he Federal Government, through the Ministry of Justice and Public Security, created, together with the National Council for Drug Policies (Conad), the Rapid Alert Subsystem on Drugs (SAR). The mechanism, implemented on an experimental basis, will make it possible to quickly identify the emergence of new psychoactive substances throughout Brazil. Resolution No. 6, published in the Official Gazette this Monday (30), was approved during the 2nd Extraordinary Meeting of Conad, in August.
“The mechanism is a major advance in the country's drug policy. The rapid identification of the existence of these new substances will allow a more agile fight against drug trafficking by the security forces, in addition to helping health professionals in the treatment of users before the situation gets worse", highlighted the Minister of Justice and Public Security, Anderson Towers.
The SAR will be coordinated by the National Secretariat for Policies on Drugs (Senad) and has several agencies that will assist in making data available in an integrated manner. The Subsystem will consist of the National Public Security Secretariat (Senasp); Federal police; National Health Surveillance Agency (Anvisa); National Secretariat for Care and Prevention of Drugs (Senapred) of the Ministry of Citizenship; Brazil's federal revenue; Civil Police; Official Skills; specialized toxicology units of the Unified Health System and universities and research centers in the area of public health and public safety.
Other bodies and entities may join the SAR by voluntary adhesion, as long as they officially present the intention to Senad.
The Federal Government will send the SAR bodies updated information aimed at police officers, health professionals, criminal experts and managers on identification, appearance, chemical composition, expert procedures, symptoms and health impacts on possible new psychoactive substances.
The SAR will also have a technical committee, with the purpose of defining criteria for the insertion of information in the Subsystem's database, composed of specialists in the forensic and health areas belonging to the institutions providing data to the SAR.
After one year of the subsystem's activity on an experimental basis, Senad will present to Conad an evaluation report of the initiative to define its definitive standardization or extension of the period on an experimental basis.
