The stocks destined for the sale of corn to small animal breeders across the country will be able to count on a contribution of up to 200 thousand tons of the cereal. The purchase will be made by the National Supply Company (Conab) and the product will be made available to producers through the Over-the-Counter Sales Program (ProVB).

 

The purchase of the grain was authorized by the Provisional Measure (MP), signed this Tuesday (17) by President Jair Bolsonaro, and will be published in the Official Gazette (DOU). According to the MP, Conab will propose the maximum purchase limit per breeder and the sale price of corn by state or region, which will be based on the market price. The Company is also responsible for measuring the demand for corn and carrying out public auctions for the purchase or removal of corn inventory.

 

President Jair Bolsonaro highlighted that the measure serves small farmers, who will have access to corn purchased by Conab directly from the producer. The minister of Agriculture, Livestock and Supply Tereza Cristina stated that the MP was highly anticipated by small breeders. “It's the over-the-counter corn so long awaited by small producers, especially in the Northeast. It is the small farmer, consumer of corn, who will have access to one, two, ten bags of corn, which he cannot buy from the big producer”, highlighted the minister.

 

The purchase volume of corn for ProVB will be established annually by an Interministerial Ordinance of the Ministries of Agriculture, Livestock and Supply and of the Economy, and may not exceed 200 thousand tons. In exceptional situations, this limit can be changed.

 

The measure aims to ensure the regular supply of inputs to numerous rural properties, especially after the corn crop failure. The purchase will be made through public auctions and the operation guidelines will be disclosed in the notices to be published.

 

Corn was one of the crops most affected by weather conditions recorded during the 2020/2021 crop year. Total production should reach 86.7 million tons, with 24.9 million tons in the first harvest, 60.3 million tons in the second and 1.4 million tons in the third harvest. Only for the second crop of the cereal, the drop in estimated productivity is 25.7%, a forecast of 4,065 kilos per hectare.

 

Over-the-Counter Sales Program

The purpose of ProVB is to promote the access of the small animal breeder to the public corn stock. Beneficiaries of the program will be small animal breeders, including aquaculturists, characterized in accordance with the national policy on family farming.

 

To access the Program, the interested party must have an active Declaration of Aptitude for the Strengthening of Family Agriculture Program (DAP), be registered in the National Registration System for Rural Producers, PAA Public, Cooperatives, Associations and other Agents (Sican), Conab, in addition to being in good standing with Conab's Delinquent Registration and Control System (Sircoi).
